Upon each of the

years ending

31 March 1848 there

was

expended surplus of the votes. Upon the previous

initiatory period of the Entity's existence – ending in

March 1845, there was

a large

deficiency, of near £40,000. This

large deficiency which

from a purely conjectural basis of only £30,000 being

taken

in 1844, to

cover

the

expenses of the preliminary

period in question

- in the

absence of anything that

could

be called

an

Estimate.
