FRANCE AND GERMANY. France under President Poincaré is an entirely different country to what it was under M. Fallières. Nehody must have: perceived the change more 50 than Germany, whose military, naval, and diplomatic challenges have been promptly and precisely answered by "New France." M. Raymond Poincaré, the new President of the French Republic, is more i man of action than words.. How much he is liked was seen a few daya ago when the people of Paris turned out in thousands to honour him when he formally succeeded M. Fallières. M. Poincaré was greeted with tremendous enthusiasm by the crowds which assembled at the Elysée and the Hotel de Ville. We have only to attentively read the now President's first message to Parliament in order to judge the sort of man who is . now at the head of affairs in this country. While France is as much bent as ever on preserving peace in Europe, she cannot and will not take Germany's military challenge lying down. This is quito in accord with the wave of patriotic enthy- siasm which is sweeping over France. The demand on the part of the Govern- ment for practically an unlimited vote to strengthen the nation's defences has been approved by all shades of political opinion.
