In the new which referred you Estimates hitherto forwarded for approval, the expenditure is estimated far above, and the Colonial Resources far below, not only the Parliamentary Estimate herewith enclosed but also Sir John Davies' Estimate furnished in his Despatch dated 24th September 1867. And it would have been necessary for Her Majesty's Government, had they approved of your present Return, to have commended to Parliament an increase to a much larger sum than that actually proposed.
