LONDON, March 15th. message from Hobart says that the Aurora has returned from the Antarctic without Dr. Mawson's party of six.
Accounts of the experiences show that the Aurora was herself for some time in considerable danger, only provisions sufficient for one year being on board, making starvation likely if the ship was caught in the ice. The Aurora went full speed, day and night, threading her way through vast felds of pack ice. She took off the party of eight under Lieutenant Wild, who' reported that he had taken possession for Great Britain of all the land from Kaiser Wilhelmsland to longi- tade 101.30deg. HONGTONG, MARCH 17TH, 1913.
Guzar things are expected of the National Assembly in China, the elections to which have recently been taking place throughout the country. Its first business will be to elect a permanent PRESIDENT of the Repub lic. Then the Assembly will be required to approve the constitution of the Cabinet and draw up the permanent Constitution of the Republic. Unless the National Assembly is a vast improvement upon the National Council which has been doing duty as a provisional parliament during the past twelve months or so, parliamentary Government in Chins will continue to be a subject pour rire. The greatest difficulty Ins been experienced in getting a quorum in the National Council for the transaction of public business. Some time ago tri- weekly were substituted for daily sittings, in the hope that this reduction on the call upon their time would ensure a good

This was promptly opposed. The Bill was described as an attempt on the part of the Government to invade the rights of the National Assembly which the Provisional Constitution entrusted with the duty of Oxing" the Constitution, and it was sapiently argued that" fixing" included drafting. After a brief disaus sion, the motion to refer the Bill to Commit-
toe was defeated, and while those who viewed the defeat with dismay inquired of the Speaker what should now be done with the Bill, which concerned a matter of such urgency, there wasan exodus from the House and business had to bo suspended for the day for lack of a quorum. This Bill, it may be added, embodied the suggestions of nineteen Tutuhs, or Governors.General, who took the view that the Committee should draft the Constitution and submit it to the National Assembly for consideration, How the rights of the National Assembly are invaded" by such procedure we are unable to see. As this Bill provides that the Council should appoint eight of its members on the Committee, the Council has either to be intimidated into passing the Bill, or the PRESIDENT must exercise "autocratic" pawers and appoint a Committee without further refer-

Mr. Henry Goulding, M.P., yesterday said that if he had a vote at Kendal he would not support a back number" like Colonel Weston.
A prolonged Conference of Ambassadors considered the Allies' reply. No secret was made of the fact that the conditions were regarded as extravagant. Never theless, the Ambassadors do not consider that the door of mediation is closed.
