It is impossible to form a judgment upon the first Despatches until the receipt of the seconds; and the careful investigations which the subject was then found to require, involving an examination of numerous documents going back to the first establishment of the Colony, as well as consultations with more than one Department of Her Majesty's Government, is not yet brought to a close; but I cannot permit another Mail to leave this Country without apprising you of the resolution with regards to the Expenditure of your Government which Her Majesty's Government have been compelled to adopt.
The printed paper, which I now enclose, exhibits the Terms of the Estimate for the Current year laid before Parliament on the 15th May, and the amount of Vote proposed and sure to pass in aid of the Colonial Revenue.
