A close study of the Press, both of tho North and South, reveals the intention of a certain political party to run General Hwang Hsing for the Presidency in opposition to Yuan Shih-kai. The choice of President involves the weal or woo of the nation, and it is vitally important that the people should weigh the merits of the respective candidates. It cannot be denied that General Hwang Haing played a prominent part in the Revolu tion, and though it is fitting that he should have some suitable position in the State, competency alone must determine the people's choice of a President. Is the candidature of Genoral Hwang Hsing inspired by personal ambition or recogni tion of his qualifications for the position It is the practice of crooked men to employ all sorts of methods to secure. election as members of National or Provincial Assemblies; but a renowned tutional hero will surely declare his political purposes to his party.

When Dr. Sun was in Peking he declared to the public that he had no intention to con- tond for the Presidency, but General Hwang has not yet declared his opinion. Buddenly we hear that the agents of the party to which he belongs have every where declared that he should be the first President of the permanent Republic. By his silence we know that he does enter- tain such an aspiration, or he would not allow hia followers to waste so much pré- cious time to work for his election. Most of the members of the Kuomintang will no doubt be willing to vote for General Hwang, but it is rather doubtful that the members of other political pertice would be ready to do the same, However, one thing we know is that all those who would elect General Hwang are men who oppose Yuan Shih-kai, But it patriots preach. Nobody, probably, does not follow that all those who oppose knows better than be what the future, pos- Yuan Shih-kai will support the claim of sibly a very near future, will bring forth
