The Report of the General Committee of the Hongkong General Chamber of Cornmerce, for the year ended 31st December, 1912, presented to the Members at the Annual Meeting held in the City Hall, on Tuesday, the 4th March, 1013, was as follows:-

THE CHINESE REVOLUTION. This Chamber

QUALIFICATION OF ACTUARIES.

The Chamber was asked by Government for its opinion as to the advisability of the introduction in the Colony, of rules laying down the qualification of actuaries for the purposes of the Life Insurance Companies Ordinance (No. 11 of 1907). The Committee suggested that Govern ment should prepare a list of duly quali fied gentlemen resident in the Colony to bo accepted as equal to such other persona having actuarial knowledge as the Hongkong Government may, on the ap- plication of a Company, approve.

PROPOSED IMPROVEMENT TO THE WESTERN ENTRANCE OF THE HARBOUR.

The opinion of the Chamber was in- vited by Government concerning a pro- posal to improve the western entrance of the Harbour by dredging operations ratimated to cost $300,000. The Commit tee considered that the benefit to the Shipping Community would be small and out of all proportion to the cost. opinion expressed by the Committee was that if large vessels visited the pert as a result of the opening of the Panama Canal a far more comprehensive and costly scheme would have to be considered.
