RAFE ARRIVAL AT LOS ANGELES,

At the third attept the Captain and crew of the wor junk, Xingpe, have succeeded in reaching Los Angeles. A telegram reached Shanghai, on Thursday, that the junk had arrived safely in port with all well, the passage across the Pacific from Japan having occupied fifty-eight days. The enterprise has been a most adventurous one, but now that all dangers are over these will but serve to

that time.

The first voyage proved disastrous In the early summer of last year the vessel was taken out from Shanghai by Captain Scarr and a crew of twelve men. There was fair weather for a day or two and. then the vessel rode into a typhoon, com- ing out of it very much shattered. Two of the crew were washed, overboard. Shanghai was only regained with great difficulty. But immediately on arrival the work of refitting the vessel was begun and a number of improvements were affected. The vessel seems to have bad an unfortunate reputation amongst them.

THE THIRD TIME.

The second voyage was almost as disastrous as the first, with the important exception that on this occasion no lives were lost. Rough weather and gigantic. scas were encountered and once more it became necessary to return to Shanghai.

It seemed that the project would have to be abandoned, but at the last moment another attempt was decided upon, and the old tag about the third time paying for all has been justified. At least the promoters of the trip are now probably congratulating themselves on the fact that it will pay for all notwithstanding that the Ningpo had once more to undergo considerable re-fitting at Shizuoka before she could safely attempt the long cen

With this object in view the committee have now decided on eresting a permanent building to serve as a university in the fnture instead of a temporary building, as was at first proposed. As regards the site for the new institution His Majesty the King has graciously given his royal permission for the building to be erected on the Privy Purse ground in Pratoom- was, as a mark of his royal favour,

The first step towards this university is, at present, to be found in the existence of the former Mahadlek College which has, by Royal Decree, been established as a Civil Service college. This school has been progressing steadily, and is in reality fitted to be the foundation of the now institution. In addition to this, preparations are being made to transform the college at Sapratoom into a technical college, providing technical instruction to Bait the requirement of the time.

In the meantime great pains are being takon to get the first part of the college building erected as soon as possible,
