QUESTION OF SHIPOWNERS LIABILITY.

The Pilotage Bill was again considered yesterday (January 21st) by Standing Committee A of the House of Commons. Sir D. Brynmor-Jones presided.

Mr. Buxton moved a number of new clauses, which were agreed to and added to the Bill. They provided that the expenditure under the Act out of money provided by Parliament should not exceed £6,000 in any one year; that the Board of Trade Arbitrations Act, 1874, should apply as if the Act were a special Aot; that the Board of Trade before making. recommendations to a pilotage authority under the Act for the substitution of new by-laws for those in force in any port, and a pilotage authority, before submitt ing any scheme to the Board for the recrganization or improvement of organi- zation of pilotage at their port, should, unless pilots were directly represented on the authority or on a pilotage committee of the authority, take steps to ascertain the opinion of the pilots at the port with respect to the matter in question; that a ship calling at a port in a pilotage dia-- trict for the purpose only of taking on board a pilot belonging to some other pilotage district should not, for the purpose of the provisions of the Act relating to compulsory pilotago, be deemed to be navigating in the first- mentioned district for the purpose of ontering, leaving, or making use of that port; that, notwithstanding anything in the Act, where a pilotage authority was entitled by statute at the time of the pass ing of the Act to receive moneye in the name of pilotage and to apply part of auch moneys to purposes other than those authorized by the Act, a pilotage order mado under Part 1 of the Act in respect. of that, authority might provide for the apportionment of the moneys so received as between the pilot fund or account and anch other purposes. One of the new clauses also provided that for the pur poses of the Act references to certificates of compelene recognized under Part 2 of the Merchant Shipping Act, 1894, should be deemed to elude references to any certificate of competency granted by the Government of a foreign country, bei gi A certificate of a class approved by the kard of Trade for the purpose; and that the Act should, except as expressly pro- vided, come into operation on April 1, 1013, provided that any enactment, order, charter, custom by-law, regulation, ur provision with reference to pilotago affecting any pilotage district in parti- cular, and in force at the time of the Tassing of the Act, including any Oxemptions from compulsory pilotage tak ing place thereunder, should remain in force until provision was made by pilotage order under the Act. superseding it.

Sir Edwin Cornwall said that the right hon. gentleman bad by this amendment gono a long way towards satisfying the cpponents of the Bill. It had been s long-drawn-out contest, and although it was rather late in the day, he had at last made the concession for which he had been asked. So far as the dock and harbour anthorities were concerned there would not in the fact of this concession be any more opposition to the Bill Having said that it was his duty to tell the right hon. gentleman that there was still opposition from the Thames and Modway.

Mr. Buxton said that his hon. friend was very grudging in his appreciation of what had been done. He had been fully alive to the two points the hon. gentleman bad brought forward. The hon. member seemed to imply that the concession had been dragged out of him, but as soon as the point he been put to him he had been anxious to mest it, and this was the first opportunity he had had of doing so.

EXISTING LIMITATIONS.

Sir Gilbert Parker said that but for the assurance of the right hon. gentleman that this question would be dealt with he would have supported the clause, even if it had meant the end of the Bill. He believed that, if it was possible, thay should have an international agreement, and he appealed therefore to the hon. member not to press his new clause.
