Apropos the preservation of peace in the Now Territory, it seems to me that the Government must have embarked on some new policy in that locality which they have not yet publicly declared. It will be remembered that a week ago a Rotification appeared in the Gazette to the effect that Captain Woodhouse, seconded from the Indian Army, had been ap pointed assistant superintendent of police for the New Territories, and this week the notification appears again in an amended form
