MONGOLIA AND TIBET.
THE RECENT, TRESTY.
Ocal telegrams received at Peking from Urga report that Diorjieff, the Buriat monk, who claims to be acting under the authority of the Dalai Lama, has concluded an agreement with the Hutukhta in the name of the Dalai Lama. It consists of vine articles. which are as follows:
1.Tibet recognizes the autonomy of Mengulia which was proclaimed in the year of the sow, or female pig, and recognizes the Hutukhtu as Ruler over Mongolia
2-Mongolia recognizes the autonomy of Tibet and the Dalai Lama as the Ruler Lover Tibet.
3.-Both countries shall take measures to establish Buddhism on a firm footing.
4-If either country is menaced by internal or external danger the other shall take measures to assist it.
5-Both countries shall protect and assist the subjects of the other when the said subjects are travelling in the interior of the other's country on either religious or state affairs.
G-Both countries shall foster mutual trade relations while the subjects of each country shall have the right to trade with the other country and to open commercial houses.
7.-Commercial trade credit shall only | be acceptable by the Mongols in Tibet, and vice-verse when the Government of the country in which the credit is accepted approves of the credit being given, other- wise no claims shat? be entertained, but claims arising from transactions which took place prior to the promulgation of this Agreement, if important, may be examined by each government, but such debts cannot be claimed from the com- munity.
(Note With reference to the above it appears that, hitherto, it has been the custom in Mongolia when credit is accept- ed from Mongolian for all the com- munity or elan to be responsible for full payment of the debt.)
-If it should be found necessary to insort additional articles to this agree ment the respective plenipotentiaries are empowered to discuss the matter.
3-This Agreement shall be enforced from the date of signature, namely, in Tibetan, in the year of the water-mouse in Mongolian, in the Second Year of the One placed on the Throne by all-being the 11th January, 1913.
