THE LOAN AGREEMENT.

THE HONGKONG DALLY PRESS, THURSDAY, FEBRUARY 18rn, 1918.

Router's Peking correspondent on-the Brd nat. gave the following summary of the Loan Agreement :--

The Loan is to be called the Chinese, Government 5 per cent. Ro-organiza- tion Gold Loan of 1913.

The contract is to be signed by the representatives of the Sextuple Banks and by the Premier, and the Ministéra of the Waichiaupu and Ministry of Finance.

The amount of the loan is to be £25,000,000.

The Sextuple Banks shall issue gold Bonds onrrying interest at the rate of five and a half per cent. per annum dating, from the date of the first issue of bonds.

With certain unimportant reservation's the Loan funds are to be used exclusively for seven purposes.

(a) For the liabilities of the Chinese

Government.

(b) For the redemption of outstanding

provincial loss.

(c) For the payment of losses arising

from the Revolution.

(d) For the disbandment of troops. (e) For the redemption of other speci

fed provincial liabilities.

(f) For current administration ex-

penses.

(g) For the re-organization of the Salt

Administration.

The details of these seven expenditures are contained in separate annexes which form part of the Loan Contract.

While wholly seured on the Salt Gabelle, subject to the previous loans, ric, the loan constitutes a direct obligation on the Chinese Government. But any future surplus of the Maritime Customs--Liter paying all obligations upon the Maritime Customs-will be utilized for the service. of this loan, thus releasing a correspond ing amount of the salt revenue which will be available to the Chinese Government for other purposes.

Tho Group undertakes to-dvance £2,000,000 immediately the loan contract is signed, after which the Bankers intend to make an early issue of loan Bonds; but if the money markets are unfavour able, or the issue of the bonds is delayed from any other cause; the Sextuple Bankers undertake to advance the Chinese Government a further sum of £2,000,000 in February and £8,000,000 in March.

The period of the loan is to be for fifty -years, but China has the option of con- verting or redeeming the loan at par after ftren years by giving six-months notice. The repayment of the loan in to begin in the sixteenth year. Fands lying at. China's disposal in the Soxtuple Group hanks are to carry interest "of. the per cent, and similar funda in the Group's banks in China ar to carry interest at the ruling rate of the day, while transfers also are to be made at the ruling rate of the day.
