A letter must however be written upon the subject transmitting copies of the despatch of the Governor, but it must contain a fuller & clearer account of these transactions & of the manner in which the mistake occurred than is shown by the draft now submitted to me. It must be furnished with a view to it's being ultimately laid before Parliament & I must make out as good a case for this department as may be possible.
In order to make the explanation as complete as possible Sir John Davis may be asked to call over the papers & to further furnish me with a report upon them.
