Gentlemen,

Colonial Office, Victoria

Hong Kong, 29 September, 1846.

With Reference to your letters of

the 21st Instant, I am directed by

His Excellency The Governor in Council to inform

you, that other parties having intimated

some intentions of creating patent slips,

your request to have the exclusive

privilege of one for a term

of five years, now in the opening of the typhoon

season, cannot be complied with.

Considered however that

your ground is almost the only one eligible for the purpose of a

slip, and that the parties professing

intentions of sending for slips from

home, are not possessed of equally eligible sites, it would appear, that you

have a fair intention within

a reasonable time of bringing your slip into operation
