PHILIPPINE LAW BEGARDING "CONTRACT LABOURERS."
THE ELIGIBILITY OF A BRITISH MERCANTILE ASSISTANT QUESTIONED.
The Manila Times of the 12th inst. says:-
Ker & Company will not be able to avail themselves of the service of Archi- bald W. This morning it transpired that the hoard. had found Mr. Hoss to be a con- tract labourer, and that this decision was arrived at on his own admission. He was accordingly notified that he would not be permitted to enter the Philippine Islands under the immigration laws of the United States. These laws state that a contract labourer is one who has "been induced or solicited to migrate by offers or pro-
of agreements, oral, written, or printed, express or implied, to perform labour of any kind, skilled or unskilled."

The next move in the matter must bo taken by the Collector of Customs, without whose approval the decision of the hoard of special inquiry would be of no avail, Since Mr. Ross is said to have admitted the fact of the contract between himself and Ker & Company there is little doubt that Col. McCoy will find that the law loaves no alternative but the enforced departure of the young man. Against this the only appeal is by writ, of habens corpus, which, it will be remerahered, was 24 tried in the Allan case without sneċess.
