STARTLING PROBLEM IN RATES OF INTEREST.
Under these headings the London Darly, Express of the 14th ult. saya :--
If the Unionist members who are presB- ing the Government to throw light on the mysterious financial methods of the India. Office succeed in bringing about a reform of the systems now practised, they will have done a valuable service on behalf of the Indian taxpayer.
The grazo complaint has been made that large balances of Indian money, which might be in India, stimulating trade, are held in London, and are lent to private firms at 3 per cent. On the other hand, the India Office, this year, with millions on loan at this rate, Bon- ROWED MONEY AT 3 P.C.
A study of the personalities in these transactions 18 Instructive. The two English members of the Council of the Secretary of State for India, who are not Indian Civil Servants, are those eminent Free Trade bankers, Mr. Laur- ence Currie and Sir Felix Schuster.
Mr. Laurenco Currie is one of the principal partners in the great firm of Glyn, Mills, & Currie, of Lombard-street. ; Messrs. Glyn, Mills, & Currie have now on loan from the India Office- according to an answer in last week's parliamentary papers--no less than £1,850,000.
Sir Felix Schuster is Governor of the Union of London and Smith's Bank.
The Union of London and Smith's Bank has now on loan from the India Office £1,250,000.
Lord Inchcape (formerly Sir James Mackay), who, until July last, was a member of the India Council, is director of the National Provincial Bank. The National Provincial Bank bas BOW UN loan from the India Office £1,300,000.
Mr. E. 8. Montagu is Under-Secretary of State for India. His family control the firm of Samuel Montagu & Co.
Messra. Samuel Montagu & Co. have on loan from the India Office £1,050,000.
Nobody has ever questioned the inte grity of any of these gentlemen, or ever suggested that any of the transactions between the India Office and the firma with which they are connected wore in the slightest degree open to suspicion, or were entered into in any but the ordinary course of business.
THE PRINCIPLE.
The point which Mr. Rupert Gwynne and other Unionist members who have takon an interest in the question want to emphasise is that the principle of gentlemen in their capacity as members of the India Council landing public funds to themselves in their other capacity of directors of great banking institutione

Mr. Harold Baker, in the House of Commons, has explained that Sir Felix Schuster is chairman of the Finance Com mittee of tho India Office, and draws a salary in this capacity, and also that the Secretary of State has approved the "deposit" of Indian money in banks with which members of the India Council aro connected.
This, however, is quite beside the point, and only emphasises the bureaucratic methods employed at the India Office, which are working so adversely against the people of India.
The following questions put down by Mr. Gwynne appeared on the notice paper of the House of Commons yester- day:
To ask the Under-Secretary of State for India if he will lay upon the table & copy of the contract with Messrs. Samuel Montagu & Co. for the purchases of silver, and a copy of the terms on which they were instructed to purchase.
To ask the Under-Secretary of Stato for India, if he will state what security was given by Messrs. Samuel Montagu & Cain respect of the sum of £1,050,000 lent to them this year out of the cash balances of India; and to what extent, if any, the security was registered or inscribed.
To ask the Under-Secretary of State for India if he will give the names of the sellers from whom purchases of silver were made by Messrs. Samuel Montagu & Co. on behalf of the Government, with the amount, the price, and the date in each case during the present year.
To ask the Under Secretary of State for. India if his attention has been drawn to the fact that no private firm, except Messrs. Samuel Montagu & Co., has been lent so much as 21,000,000 or up- wards from the Indian cash balances and gold standard reserve during the years 1911 and 1912, was this exceptional amount lent to thera because they paid
higher rate of interest than other borrowers; what was the average rate of interest paid by them in each year; and what other financial advantage, if any, accrued to the public of India from this transaction.
