It would be difficult to say in what character wu like Mr. Willis lenst-20 4 self-satisfied critic of international politics or a self-constituted critic of other people's morals. He may have heen for sixteen years a member of an Australian Parliament and bo may have been thanked by Lord Kitchener for raising battalions of bushimen for the campaign in South Africa, but noither of these laudable achievements con- stitute a training for critical work such as he has wohntarily undertaken. We do nat wish to shit our eyes to the ambitions of Certain other nations than ambitions are worthy and wholesome, and individual fitness for life's struggles is sure to find expression in national ambition and aggression. In everyday life, the individual who is unwilling or unable to render himself efficient for the ordinary duties of life must give way for the willing and the capable- and rightly so, though the modern tondeney in some countries is to faster the incapable and weakling to the extent of crippling the competent. Similarly, the nation which is unable to hold its on must go down before the stronger, unless a combination of PowOTN, prompted by self-interest, if not self-defence, comes to the sapport of the weaker or threntons a potential aggressor. This is styled preserving the political balance. Wo do not kay, as some do, that if Great Britain is unable to hold its own against German pretensions, then she ought to go to the wall; but this we do say: if men like Mr. W. N. Willis have nothing better to do than to indulge in provocative babblings they

We think we have quoted enough to indicate the character of Mr. Willis' book May Hoaren defend us from any more like it! We have omitted to say what it is that Germany wants-according to Mr. Willis. That is summed up in two words-The Earth! Some of our German readers will. find the book amusing. They cannot take it as representative of English opinion, nor can anyone, whatever his nationality, accept it as serións contribution to current political literature. The sooner Mr. Willis returns to his place in Australian politics, the better it will be for his own reputation but we shall be sorry for Australia.
