JAPAN'S POSITION AS A GREAT
POWER,
AN ADDRESS BY PROFESSOR AKIGA.
Dr. Ariga, the well-known authority on International law, delivered an interest- ing speech on the position of Japan in the world before a meeting recently held at Himeji of the Educational Society of Hyogo Prefecture. The substance of the speech, as it appears in the Osaka Maini. chi, is translated by the Japán Chronicle as follow:-
"Japan has entered the comity of first- class Powers since the Russo-Japanese war, but her qualifications as a first-class Power cannot be regarded as completo with mere outward form. It is necessary for a first-class Power to be sufficiently equipped to assert its right on any question which affcets its interests, and lo preclude the possibility of such ques- tions being settled without its consent. There are eight countries in the world which merit the name of Great Powers-- Great Britain, France, Germany, Russia, Italy, and Austria, in Europe, tho United States of America, and Japan in the Orient, The Balkan question in Europe cannot be solved without an agreement of the six European Powers, and an international question in America cannot be settled without the consent of the United States; nor can y international question in the Far East be solved without the agreement of Japan.

"In regard to her military force Japan is qualified as a first-class Power, but in respect of financial strength sle is behind the smallest country in Europe. Estimating the country's position from the point of view of agriculture, indus try, and commerce, it will be seen that, while agriculture is well developed in Japan, the output of rice-which forms the staple food of the Japanese--is insufficient even to feed the whole popula tion. Japan produces 50,000,000 koku of rice for a population of 50,000,000. At present the annual consumption of rice in Japan averages 18 koku per head; thus there is a deficit of 0.8 koku in the per capita domestic supply. The agricul tural industry in Jupan in such a state that it is unable to furnish a supply of the staple food sufficient to feed the population. What is the state of manu- facturing industry? The consumption of com may be regarded as an indication of industrial prosperity, and hero we find that the annual consumption of coal in Japan is not more than 6,000,000 tuns against 186,000,000 tons in Great Britain, 236,000,000 tons in the United States, and 108,000,000 tons in Germany. In this respect, too, Japan falls short of the requirements of a first-class Power. It necessarily follows that in respect of commerce Japan Eares no better.
The annual value of the foreign trade of Japan is Y.360,000,000, about one-tenth that of Great Britain, and about a quer- ser that of Germany or Austria, and far below the figures of France, Russia, and Italy. The value of the trade of Japan is only equal to that of Switzerland, which is least among the second-class Powers. From this fact it can be seen that Japan has not obtained a place among the first-class Powers as the result of the power of wealth.
