THE CRISP LOAN.
INTERESTING REVELATIONS.
The Shanghai Times in the course of a recent leading article says:-
On Thursday. last we dragged the National Revice, an Anglo-Chinese week-
paper, to the bar of public opinion.. We made certain statements in connection with the National Review, which, if un- trac, should have been denied at once. Among other things we pointed out that the National Reiter had persistently op posed the Six-Power Group loan pro. posals--which involved paying China 95 for her Bonds--and strenuously supported- the Crisp Loan project by which Chius Those who received 89 for her Eonds. were prepared to pay 95 were described as blood-sucking money-leaders; those whe gave 89 were inferentially styled high-minded altruists and saviours of Chino. We also gave some interesting facts about a concern called the China Conservation and Development Company. The public must not be allowed to lose sight of the persons connected with this Company. They are:-
Directors: --
Walter Kirton, Managing Editor, National Review, member of Jackson In- ternational Financial Syndicate, recently described as "the principal in China of the Crisp Loan.
Y. C. Tong, of the Chinese Telegraph Administration, Shanghai, part proprie. tor, Jational Review
A. Wendall Jackson, member of the Jackson International Syndicate.
Signers of Articles of Association: W. S. Ridge, Editor, National Review.
J. B. Leon, staff, Notiond Review.
A. L. Taylor, artist, National Review. Elizabeth Kirton, wife of Managing Editor, National Review.

T. Y. Pearson, business staff, National Revicte
Chapanfay(?)
We did not show on Thursday the precise objects for which the China Con- servation and Development Company. Ltd., was formed, contenting ourselves at the time with placing on record the fact that two of the Directors of the China Conservation and Development Company, Ltd., were included among the persons who formed the Jackson International Financial Syndicate, which signed the the Crisp preliminary agreement for Loan. Now we think it is time to teff our readers that the principal objects for which the China Conservation Development Company, Ltd., was formed were to obtain concessions and make leans.
The National
Let us recapitulate. Neric has persistently opposed the Six Power loan proposal and strenuously supported the Crisp Loan project. The Crisp Loan promotors took over the rights to arrange a loan secured by the in Jackson International Syndicate,
which syndicate figure two Directors of the China Conservation and Development Company Ltd., one of whom is the Man- aging Editor of the National Henicu. The main objects of the China Conserva- tion and Development Company, Ltd., which consists almost entirely of persons connected directly or indirectly with the National Review,-are-tu-obtain neza sion and to make tune,
Our objection is not to the promotion of the Crisp Loan, though we believe that nothing has occurred since the arrange- ment of the Belgian Loan by Tang Shao- yi in March last more disastrous to the eredit and future prospects of China. It China (or those who are guiding her destinies) persists in treading the road thit leads to national bankruptcy, inter- vention and possible partition, that is her own lookont. Those who, without posing as fervent friends. wish China well, have done their best to warn her of the dangers that she is inviting. If she scorns the warnings and hurries towards the brink of the precipice of self-destruc- What has tion that is her own affair.
accused our indignation and inspired us to let light into some exceedingly dark places is the action of the National Re-
secure
in heaping scurrilous opprobrium upon the Six Power Group and upon the British Government on the pretence that the paper was inspired by a high-minded desire to protect China from oppression, when one of the chief objects was, by defaming a business rival, to profits that that rival would have shrunk from exacting. China was told that by allowing preferential rights over future loans to the Six Power Group she was surrendering herself to financial vassal- age, yet by Article 14 of the Crisp Loan Agreement she was forced to bind herself. nos to float auy loan on more favourable) terms than 80 before the Crisp Loan was realized, without extending preference to the Crisp group. Week in and week out the National Review, by heaping abuse, vituperation opprobrium, and obloqay upon the Six Power Group, has sought to persuade those of the public that it reaches that the aims and aspirations of the Six Power Group were unworthy and immoral, n menace to China's welfare and a negation of all fair and decent financial dealing. Why? Why has this been the line "taken by the National Revier, the paper that has as Managing Editor the gentleman who is described as the principal in China of the Crisp Loan," the gentleman who, with Mesure. Wendall Jackson and Birchall, secured the loan rights that were later acquired by Messrs. . Birch Crisp & Co? Why? Why has the National Recrinu, the cham- pion of the Crisp Loan, never pablished the Crisp Loan Agreement which shows that China was compelled to sell for 89 Bonds for which she could have realized 9a? That Agreement has been available: it has been fo circulation locally. China has been led to believe by the National Review that that Agreement was an in- strument remarkable for its fair dealing and generosity to China.
