Mr. POLLOCK-Sir, I have been asked by the unofficial members of this Council to be their spokesman in regard to the estimates for the year 1913, and therefore in what I am about to say I unofficial am voicing the sentiments of my colleagues as well as my own sentiments. Sir, we are compelled to make certain representations which will lead to in- creased expenditure, for whilst we fully realise the force of your Excellency's re- mark that strict economy is necessary, we do not consider that it would be sound economy to stiut ourselves in regard to matters which are essential the good! order, welfare and progress of this Colony.
