SOME FEATURES OF THE NEW RULES,

SPECIAL SALE OF WORK
IN AID OF. THE ORPHANS AND THE IIONE FOR THE DESTITUTE.
THE SUPERIORESS and SISTERS of the ITALIAN CONVENT have the honour to announce that their
ANNUAL SALE OF NEEDLEWORK comprising Ladies' and Children's Dresses, Embroideries, Tablo Covers, Handkerchiefs and a Variety of Articles suitable for presente, will be held at the Conront on the 1er, 2ND, 32, 4TH AND 5TH OCTOBER NEXT,
mendations of that expert body. The Committee recommended that:
The existing scale for additional boats and tife-rate accommodation le varied by sub- stituting for a percentage calculated on the tonnage scale the principle that the carry- ing capacity of the boats provided under the tonnago scalo, and of the additional wood, metal, collapsible, or other boats of approv ed description (whether placed under davits or otherwise) and of the approved life-rafts be sufficient to accommodate all persons on board.
The President of the Board of Trade; now throws overboard the tonnage prin- ciple and after providing that all ocean- going vessels aball have sufficient lifeboat accommodation for all on board says that:-
The number of boats to be attached to davits is no longer to depend on tonnage, but on the length of the ship; and the dayita must be placed amidships.
Further, he will not allow the "collap sible or other boats of approved descrip tion," or approved file-rafts ' tioned by the Advisory Committee to count in the future.
Rule 4 euys that:-
men-
Lifeboats must be of a prescribed build. In the term "febent" i included the "decked lifeboat" but not collapsible
bost. Existing collapsible boats are, how ever, allowed to count for a certain period, after which they will be replaced by life. boats.
Around this decision to rely solely on lifeboats thero is likely to be still much discussion, The argument against this plan is that the provision of many addi tional lifeboats might seriously affect the buoyancy of certain vessels. The rules recognize that in the case of home trade impossible. Not only lifebonts, but rafts, passenger vessels such provision would be
even in rivers, canals, and small lakes dock seats, and buoyant apparatus, and
life jackets, are then to be included in the life saving provision.
THE MANNING OF BOATS, Another important Teature in the new Rules is the statement that the Board of Trade instructions respecting the man ning of boats, are being revised s
to secure a sufficient complement of th cient boat-hands to deal with the total number of boats which will now have to be carried, and to be mansed in an emer. gency. The rule dealing with this point goes on:-
commending such day at 10 A.M. A Special Feature of this year's Sale will be Children's Stalt, on which will be displayed a fine assortment of Sweets and Chocolates apecially telected from the Manufacturers in senger steamers, within certain limits, the It is propemed that, in foreign-going pas- Switzerland. The Superiorees and Sisters beg to solicit the patronage of a generoas community to aid the work of providing for the maintenance of the large number of Orphans at the Convent and its outlying branckm.
