The Board of Trade Inquiry into the circumstances of the ramming of H.M. survey sloop Waterwitch by the Colonial yacht Seamed was opened at Singapore on the 20th inst. Mr. H. W. Firmatone, District Judge, presided, and he was ac companied on the bench by Lt. Norwood (H.M.8. Prometheus), Captain E. V. Stovall and Capt. Laidman,

Mr. F. M. Elliot appeared on behalf of the Attorney-General and Mr. C. Everitt on behalf of the commander of the Beamere, Captain Chamberlain," Commander Radcliffe, R.N., Master At- attendant, was also present representing

the Government.

The first witness was Captain A. J. Coleman, acting Deputy Master Atten- dant, who showed the court the positions of the Oscar 17. and the Hong. Moh on the day of the callision.

Captain A. B. Chamberlain was then called. He stated that he had been in command of the Seamer since May last. At 3 nm. on September 1st, he left Singa- pore for the usual relief trip to Hors- burgh Light, On the return voyage ho was on the bridge till o'clock when he handed over charge to the chief officer. At 8.40 witness went to his bunk and felt aleeg partly undressed.

Continuing, witness said that when he went on the bridge there was no slip two cables from his vessel. The Zweena was six cables off when he took charge. The Seamew was then going ton knots and he told the helmsman, Steady as you go,' The vessel was heading straight for the Waterwitch, witness atending to take up an anchorage outside her and half a cable's length from her. His first order slow after going on to the bridge was ahead, and the Seamet was then 3

The effect of cables off the Waterailch the order was to reduce the Seamew's speed from 10 knote to 4 or 5 knots in a minute or a minute and a half. He car- ried on slow ahead for about two minutes, during which time he would travel, he would say, two cables' lengths.

Witness further stated that the Seamer was going at 3 knots when she struck the Waterwitch-not less.
