As regards the proposal to allow Ameri can coastwise vessels free passage through the Canal it is well enough, no doubt, for Mr. Young to segue, as he did in The Times of yesterday, that British vessale are not now in the coastwise trade and so are not concerned: he forgets, however, that the cost of maintaining the Canal is to be met by the dues levied. If, there- fore, American vessels are not contribut- ing their share of the upkeep, the amount to be borne by the vessels of other nations will be so much the heavier. In other words, American coastwise shipping will be using the Canal mainly at the cost of foreign steamers.

One little point in connection with this coastwise trade question is piquant. When the United States Fleet made its voyage round the world Britishi vessels chartered to carry coal from Virginia to a port near San Francisco. This was, according to American inter- pretation, a coasting voyage. But on that occasion they were exempted from the law forbidding British vessels engage in such "consting" trade. Would such recision of the law be made in future were the present proposal respect ing free tolls to come into effect? POSSIBLE DEVELOPMENTS BY BRITISH LIKES.

TRADE WITH NEW ZEALAND. How the question of cost works out may roughly be seen in the case of the direct steamers between London and New Zealand, such as the large passenger and cargo vessels of the New Zealand Ship- ping Company. These vessels now make the voyage outwards to Wellington by the Cape of Good Hope and return by way of Cape Horn and the River Plate. Roughly, the voyage to New Zealand by way of Panama would be 1,000 miles shorter than that, by the Cape of Good the homeward voyage by Panama would be 900 railes shorter than Hope and that by the Horn. The total saving would therefore be 2,800 miles, which at the average speed of 13 knots now main tained represents a saving of nine days argument, a toll of 31 per ton, the total cust of the dues through the Canal on a 12,000-ton liner for the round voyage would amount to nearly 25,000. That ig a fairly formidable outlay to sot against a saving of nine days at sea. Then there is at present na suitable coal

Nothing, as has already been pointed out, seems yet to have been determined on the score of actual developments by British shipping companies. All is un- certain. The British company which, above all others, must be affected will be the Royal Mail Steam Packet Company, with its allied companies engaged in the South American trade-the Pacific Steam Navigation and Lamport and Holt-and the Royal Mail has not yet shown its hand. Undoubtedly some of the vessels of these associated feets will use the Canal. The vessels of the Pacific Steam Navigation Company, for example, now proceed from Liverpool to Brazil and Uruguay and then by the Straits of Magellan to Chile and Peru. It would surprise no poe acquainted with this trade to see the vessels completely encir cling the South American Continent- proceeding outwards by Magellan and homeward by Panama. Again, it would by no means be surprising to find the vessels of the Royal Mail Steam Packet Company tapping the Pacifie ports of North America. This would indeed be e remarkable extension of their trade.
