I have the honor to enclose the accompanying Petition from Chang saou, praying that the Rents due by him on Lots 277, 278, 279, and 280, for the year 1846, and half-year to June 1847, amounting to £. 27. 13.6. may be remitted, in consequence of his entire inability to pay them. Chang is in the Department of the Surveyor General, and receives a monthly salary of $15 as Overseer of Surveying Coolies, from which he pays to the Government $10 monthly, in liquidation of a separate debt due by him of £50.5., for brown Rent on Inland Lot 270, which cannot be paid off
