The situation in China, as it develops under the Republican form of govern- mont, affords but little ground for optimism. Its main festures point to s steady growth of reaction, most marked. in the North, against that form of gov ernment, and to the increasing ssccnd- oncy of military elemont, itself semi-in- dependent, in several provinces whilst the soparaist tendencies of the South are becoming more marked every day. These things have been foreseen by dispassionate observors since the first success of the ro volutionary movement. In the light of all recent history, they were practically nevitable, it only because the social and economic factors at the root of China's unrest cannot possibly be remedied by any change in the outward symbols or designation of the executive authority,

Undoubtedly, the most significant fea- ture of the present situation lies in the assertion and exercise of political power by the commanders of the various mili- tary forces scattered throughout the pro- vinces by the very men who, during the past eight months, have signally failed to maintain discipline and to subor dinate their personal interests to the com monweal. It will be remembered that, at the beginning of the revolution, it was one of these forces, the Manchu contin- gent, which dictated the 19 articles of the Constitution which the Throne and the National Assembly acompted so ignominiously in November.
