TORTURING PRISONERS,

On Saturday, two men were arrested on the charge of forging the provincial financier's scal to obtain a sum of money by false pretences. On investigation it was found out that these men had used this forged seal to collect a large sum of ney from the Shui Tung Li-Kin Station and that this sort of thing had been going on for some time. It is intended to make an example of these two culprits, as there a large number of forgers and counterfeiters about just now.
