"Considering the attention which you have uniformly shown to keeping the expenditure in China within the narrowest limits, consistent with the fair requirements of the Public Service, I was of opinion that those items might be allowed, in full reliance that you would not have passed their objectionable ...
"The Board of Treasury have informed me in reply, that they concur in my opinion that the attention which you have shown, to preserving economy in the public expenditure in China, affords a presumption that the sum to which their attention had been directed by the Board of Audit were judiciously applied...
