I suppose this should be referred to Sir Stratan.

Lord Grey & Mr. Merivale are both aware of the communications which have latterly passed with the Treasury, which make it probable they will abandon the ground they took up in defence of the Audit Office, & concede the point upon their objections to H.J. Davis's representations.

It is perfectly clear that the Treasury has caused this difficulty to issue most inconsistent instructions to the Earl of Ripon at different times, & that Sir John Davis has not been the least in fault.
