As third clerk in the Treasury of Hong Kong, I was prostrated six months past, and in consequence of a severe attack of Paralysis, after which I had the honor to receive the aprobation of the Heads of Department for my application form. Upon my return to duty, by the Representation of the Colonial Surgeon, Your Excellency in Council was pleased to grant me leave of absence for Eighteen months, upon half pay, and to forward me the sum of £100 for Passage Money to England.
I entreat you, sir, most earnestly and respectfully to cast from your mind all suspicions of exaggeration, and to believe that I am in absolute destitution. My right arm is palsied, and my energies prostrated with the result that the Honourable the Secretary for the Colonies had directed that Swan tax be deducted from my half Salary.
Soon after my arrival in England, I reported myself at the Colonial Office, and had the misfortune to learn, in answer to my entreaty for relief, that the grant for £100 for Passage Money had not been sanctioned by the Secretary for the Colonies, and that I was not entitled to any further assistance under Government Service.
A sum of £269 was due to me, that is, half Pay due to me, during the time I was unfit from duty, by which time I had been rendered unable to earn a living. I humbly pray that you will be pleased to take my case into consideration, and to grant me some relief in this, my time of great need.
