THE COTTON INDUSTRY OF THE WORLD.
CONGRESS TO BE HELD IN EGYPT.
Sir Charles Macara, who returned to England recently, from Austria, where meetings of the Committee of the Inter- national Cotton Federation were held, nade a statement on his arrival.

Sir Charles said that the International Cotton Federation, which was initiated in 1901, had made a departure this year in omitting the usual congress. folt last year, when the congress was held in Portugal and Spain, that the work of the Committee had become so onerous that this experiment might be tried, especially us a discussion then took place as to whether it would not be advisable, in the interests of the cotton trade of the world. that an international delegation should visit Egypt in the coming autumn. The decision to adopt this suggestion, which was come to by the International Committer at Salzburg last week, prae- tically means the holding of a congress in Egypt.

It is, of course, universally recognized that an adequate supply of the material at a reasonable price is essential to the prosperity of the cotton industry, but, in saying this, I should like to add that an adequate remuneration for the planter must always be a primary con- dition.
If large savings are effected by the adoption of modern methods of cultiva tion, and prices are, as a result, reduced, the effect upon the consumption of cotton goods will be surprising, especially in the case of the 700,000,000 of people in India and China. In my opinion a stable Government in China would bring about such a development in the cotton industry as would provide full employ rment for all the machinery in the mills, notwithstanding the great increase in the number of spindles that has taken place during the past few years. Of course, it must be remembered that the cotton industry supplies by far the largest pro- portion of the clothing for the people of the world, and in the development I am speaking of the price of raw material would, of neccity, play an important part. It imperative, therefore, that the present sourves of supply of the raw material should be extended, and that encouragement should be given to the cultivation of cotton wherever it can he suitably grown,
In this connection I have been much impressed with, the possibilities in our Indian Empire. The committo was fortunate in having with them. as the representative of India on this occasion, Mr. S. M. Johnson, of Cawnpore, who has devoted many years to the study of the growing and manufacture of cotton in India.
Ept has played an important part in the production of the finer growths of cotton, and it is very fitting that the decided international delegation upon should visit that country in the
