Victoria, Hongkong,

14th March, 1848.

My Lord,

In my Despatch No 25 of 12th February, I reported that a diminution of £300 per annum had been made in the Judicial Department, by the reduction of the Office of standing Interpreter to the Supreme Court. I at the same time stated the difficulty that existed in finding a fit person to fill that Office.

The Rule of Court, of which I have the honor to transmit a copy, was promulgated, with the sanction of the Legislative Council, in order to give public encouragement to the acquisition of the proper qualifications for interpreting and translating, and at the same time throw the expense on the suitors of the Court.

The Right Honorable,

The Earl Grey,
