While it was held from the very outset, in the best-informed quarters, that the rebellion would ultimately prove of great advantage to China, there is the fact that, the revolution hav ing taken longer to consummate than anti- cipated, the finances of the country have also suffered to a greater extent than ex- pected. To allege that political complica- tious no longer exist would be foolish, and since the political situation is largely de- pendent upon finance, it is obvious that the means to be adopted in extricating the Government from ita embarrassments re quire the most careful consideration."
To restore order and establish the new régie on & sound footing, it is calculated that a loan of from £80,000,000 to £30,000,000 will be required in the imme. dinte futuro. The provision of such a large amount clearly necessitates vary powerful financial backing.
This backing has hitherto been mainly provided by what is known as the Four Power Group, comprising England, re presented by the Hongkong and Shanghai Banking Corporation and its allies: Ame rica, represented by Mossrs. J. P. Morgan & Company, Messrs. Kuhu, Loch & Com- pony, the First National Bank, and the National City Bank: France, by the Banque de l'Indo-Chine; and Germany, by the Deutsch Asiatische Bank, which in- cludes the Deutsche Bank, the Disconte Gesellschaft, and the leading great Ger man institutions.

This means some sort of supervision over the funds, in order that they may be Properly devoted to the purposes intend ed, and not be uselessly squandered,
It appears that the new group, which, according to the telegrams, has already made a small advance to the Government, is not so particular about tlie conditions, which, no doubt, is a very important mat ter in the eyes of the Chinese authorities. But what the latter have to consider is whether their new friends can raise the huge amount required to put the country right, and it must be realised that in any case they cannot do so on such favourable terms as the powerful financial combina: tion which has hitherto found supplies.
There has also been some talk about a trade monopoly at present alleged to be possessed by a very well-known Anglo-Chi-
nese firm. It is said that no one else ha any chance of supplying railway material or cher goods, but while the firm in goes tion, from its long association with China and the Far Exst, is no doubt in a better position to secure orders than later comers in the field, as concrete instance of any thing in the nature of an actual monopoly has ever been discovered, in spite of the mest carófül investigation.
CHINA'S DEBT.
The outstanding debt of China consisted at the end of last year of about £139,000,000, rnade up of £106,453,000 of general loans, and £32,345,000 railway Ioans. There was a further loan of £10,000,000. antered into by the Four Power Croup in April, 1911, in connction with the currency reform scheme, but the out- break of the revolution has prevented any part of it being issued so far. There are also a few private loans, such as one of £400,000 advanced by the Hongkong and Shanghai Bank to the Viceroy of Nan- king, in order to relieve the financial crisis which, is may be remembered, took place in 1910. Again it is difficult to as- certain how much of the Boxer Indemnity of 1001, which originally amounted to £67,000,000, is still outstanding. generally, the Chinese National Debt may be taken at $139,000,000, which, of course, is a trifle for a country of the size and re- sources of China.
