I have been requested to transmit

to your Lordship the enclosed Memorial

from certain European inhabitants of this Colony.

on the subject of Ground rents

Whatever the amount of the Ground

rents may be,

that it was self-imposed, having been the

result of public competition at Auctions.

The Memorialists advert to "the absence of any

active local Trade capable of supporting

a burthen"; but the Blue Book, with

my Report for the year 1847, will perhaps

convince Your Lordship that the year elapsed has shewn the commencement and existence of a trade
