Sandbags were piled on all the buildings occupied by troops, and numbers of fresh stockades were erected on the streets. Stacks of sandbags were placed in readi ness beside these too, so that they could be transformed into barricadea in tho event of street fighting. Consulting Committee-During the year the Hon. Mr. H. Keswick resigned his seat on the consulting committee, and the Hon. Mr. C. H. Ross was appointed in his place. In accordance with the articles of association, Sir Paul Chater, C.M.G., the Hon. Mr. C. H. Ross and Dr. J. W. Noble retire, but being eligible, offor themselves for re-election.

After so many crises and rum ours, that have all ended in smoke, fight ing is scarcely to be expected, but these constant struggles are always liable to give the more lawless elements an excuse, or encouragement, for indulging in crime and riot.

The Peking Daily News learns that H. E. Yuan Shih-kai has advanced the following reasons for his choice of Peking as the seat of the now national capital,

"MAN WHO ROBBED A MAIL
EX-POSTAL OFFICIAL'S CONFESSION IN BRUSSELS,
-The daring thief who last November ransacked the postal waggons of the Lyons mail, while the express was going at full speed between Paris and Macon, has been arrested at Brussels. He is Vincent Bazoncourt, aged 23, an ex-postal em 609,831.80 ployee, who was dismissed earlier in the month. Bazoncourt, who has made a full confession, says that he jumped on to the mail van as the train left Paris and threw on to the line several parcels and sacks of 3,500.00 mails for the Far East, which included letters and valnables for English visitors to the Delhi Durbar, and also a quantity of registered letters for Marseilles and. A few weeks ago Bazoncourt tried to negotiate some of the stolen securities in. Brussels, The bank oficials discovered that they formed part of the proceeds of the Lyons mail robbery, and when Bazon- court called a second time to get the money he was arrested. At his hotel were found £1,400 worth of securities and a loaded revolver. A second lot of bonds. worth £2,000. was discovered in a port manteau in the thief's room in a Paris hotel.
