the
Couvention. It was believed that a few days world suffice to bring the labours of the Conference to the point of signatures and mutual felicitations. Within a few hour of the dele gates, however, it became known that those hopes were not likely to be realized, and that The fugua would in all probability so its guests for another fortnight at last. For the
of the recess had, very properly, bosn cortain quarters, and most notably in Berlin ani London, to a careful and systematic Oonsideration of the terms of the proposed Cos. vention, ne drafted on December 22, and to examination of the probable effect in practics!
of several of its clases, ospecially those to the future working of the intar
y-controlled trades in morphine and
cocaine. As the result of these inquiries, the further discusion and modification of several clanses of the Convention was to be expected.
The detailed report of the Drafting Com mittee, a long document, was issued and ciro- Iated to the delegates on the evening of the 8th inat. It embodies all the materials gradually compiled and revised for the purposes of the Convention, and prepared, as far as possible, for final discusion. Generally speaking, it main tains the form outlined in the Times of the 6th inst.; but where differences of opinion, or naw proposals, hava arison the facts and argumente are stated for the guidance of the Conference. The special Chinese resolutions, originally in tended to form the subject of a soparato Con- vention, my possibly bo tucluded in the general agreement; discussion of
of this point is not
yet concladed. The clauses dealing with ratification and denunciation will be farther discussed and probably modified, there being a general con- Sangue of
against making the application tion dependent upon the unani: mous adberange of all non signatory nations, and some divergence of opinion in regard to tho
length of tims to elapse before it is made effectiva, Mr. Auser, the international jarist whose assistance has been invoked for the basi 11e39 of final drafting, has, I beliere, expressed the opinion that the results obtained by the present Conference must necessarily be of a somewhat toutative character, and that a ravi. sion of sections of the Convention will probably be required ut

DIFFICULTY OF THE PROBLEMS INVOLVED:
It will certainly not be matter for surprise If the first remits of the prosent Convention fall short of the highest expectations. The ground which it is proposed to cover is enormons; the amout of definite information available in many instances in very limited, and the time has been far too short to permit of systematio investigation of the questions at issue. It is also to be observed that the delegates met at the outset under difficult working conditions, with- out any definite programme or proparation of precise data, hampered by the lunginge Ambrofio, and frequently ignorant of the con Alicting interests and policies which the Con. ference is expected to reconcile. The problems whio's
Hotnally confrout the British and German representatives in handling the immediate interests of their respective countries might, inderd, have boon predicted. The British plenipotentiaries are responsible only to the British Government and, in certain sense,
to
pulle opinion. their do'sions being in- dependent of Parliamentary sparoval, so that ratification follows their signature, generally speaking, as a malt r of course. Any obligations Locepted by Britain andor an Inter- national Couvention are naterally binding upon the Dominions, Colonies, or Dependencies con- | cerned, except where special reservations aro made to the contrary. But with Gormany, such a Convection as this, involving the neces sity for legislative measures in which the un- ionomous rights of the individual States aro afecto!.
requiros, before ratification, the ox... pressed consent not only of the Reichstag but of the Bandorah. (the Federal versus-State problem occurs also in America and will neces eitate intricate legislation.) Sal wonder, therefore, that questions have ari-eu and delays cccurred; for the business of Federal and State points of oiling the
is not one
which
on be hurriedly disposed of. The obief diffenley of the Gorman delegates has been to devies a formula, generally acceptable and at the sime lima effective, whereby the obligations in- carred ander the Convention may properly be. imposed by the Imperial Government apon the Beveral States of the Empire, while avoiding, at the same time, any undue sacrifice of Gerinan commercial interests in the drug trade. This formula has now been aged upon and has been referred to Berlin for con mation. Ata meet- ing hehi resterday btw the British...and Garman delegatos much good work was done in the direction of reasonable compromise between the conflicting interests of the two congtries and chiefly in regard to the cocaine trade, s that at the present momsat there is every pro Apact of a business like and workable agreement. The success of the Conference as a whole evident. ly depes upon the attainment of this result. THE LANGUAGE DIFFICULTY.

When "Only Middling"
your health is very far from satisfactory. The slightest knowledge of pathological science is sufficient to inform us how precarious is the con- dition of the person who is "only middling." The power of disease-resistance is practically nil, & an ordinary atmospheric change or dietetic irregularity. may lay you up for weeks.
Take
care therefore that you possess nothing less than vigorous,. robust health. The result of these conditions is necessarily reflected in official records and translation work, which leave a good deal to be desired. The diplomatic world is conservative in its ways, but the time must surely ba approaching when international oneference on commercial questions will be conducted in the Janguage most familiar to the commercial world, or at least in that of the initiating country, reserving French for purely political and diplo matic work.

At the meeting to day little. progress was made with the more important of the outstand-Fri. ing questions, the German delegates being without instructions from Berlin as to the fat proposed arrangements with regard to the cocaine trade. Much time was occupied by a somewhat irrelevant and discursive specol from the youthful delegate for Porsia Rad
by a saberquent discussion between him and the
reprenentatives which was curiously Fow Chinese suggestive of the Oriental lack of humorous perception. Bishop Brent, however, continues Wed. to keep the general proceedings on a high plane
