With reference to your letter dated 18th February 1867, I am directed by the President in Council to inform you that there will be no objection to the reception of Chinese Convicts not exceeding 100 in number at Moulmein in the Tenasserim Provinces.-
For the present therefore the proceedings of His Excellency The Governor of Hongkong with regard to the transportation of Chinese Criminals to those Provinces can be
