determined that the whole of the expenditure for "Contingencies and the Public Buildings at Houghing should be provided for from the Colonial Revenue, and should not exceed the Revenue.

Keeping this in view, I estimated the value of the Building tendered by Mr. Rawlins within the amount of the Colonial Revenue for the year, and spared the expenditure on other Parliamentary votes.

The principle I have adopted for the guidance of my successors in the administration of the public works accordingly, is that the whole of the Estimates for the Official year (now nearly concluded) should not be exceeded by the whole Civil expenditure of the Colony.

Though it might ultimately amount to the same thing, the £5,000 paid for the Building in question may still be charged to the savings on Parliamentary votes.
