PANAMA CANAL TOLLS.
A Washington telegram says that Mr. John Barrett, of the Bureau of South American Republics, is in favour of the Gov. ernment's operating the Fanama Canal without tolls. To this end he has begun a campaign among those who are likely to have influence in making the rules that shall govern the canal. The matter is being taken with the members of Congress as
