ward in their turn. England, absorbed for once in an Indian episode in which two

Agures ware of issue, came at last to asso great ciate Lord Curzon Administration obiefly with the strife in which it closed. The object of this book is to restore perspective, to make it clear to those who care to listen that there was another side to Lord Corzan's rule, a far more import- tant and pormonont side, which will be remem- bered, and will bring benefit to millious, when incidental differences are only recalled by these who love to disinter the cariosities of history.

'LORD CURZON'S FLACE IN HISTORY. Hare Lord Carzon's,

6 gennine gympathy with the patient, bumble, silent-millious of Indis and his unremitting Labours on Bir behalf ever met with adequate recognition in that country? The

is mote essily asked question than answered. I am not sure that even Mr. Fraser's pages, illuminating as they ara on almost every subject' which he touches, do not leave me rathor in the dark on this point. It is evident that what may be called the apparent public opinion of India, the opinion which finds expression at Congresses and in the Press, turned against Lord Cu zon during the later years of his Viceroyalty. What is much more doubtful is whether his hold on the loss vocal classes, who form the reat majority of the population, was ever auricualy affected by this change. In the case of those who were brought into direct

contact with him, on the other hand, whether

they were British or Indien, it has, I think, always been possible to detect a division into two opposite camps-for Lord Curzon is not a man towards whom it is possible to feel in different or neutral. On the one side were the men attracted or dominated by his superlative capacity, on the other those whom he had annoyed, or even alienated, by his trenchaney and "drive." It may be doubted whether any soalous reformer in high place has ever been popular, especially with his Immediate sub ordinates. And Lord Curzon was a dozen suok raformers rolled into one. A human dynamo" may become somewhat trying in the long ran ordinary human nerves. And I admit to some doubt whether Lord Curzon now that Mr. Fraser has made me realize the whols extent of his activities-did not really attempt too manch, I am not prepared to say that any particular one of these labours of Hercules Gould with advantage have been protermitted. But the strain of the whole must hare beon immonso, even for him; much more for the instruments with which he had to work. And, granted that these undertakings were all necessary and all urgent, it yet strikes me that they were sometimes pressed forward with too fiery a zeal. It is a good fault, and it is ertainly a very uncommon one, to be disposed to put too much work into things. But Lord Curzon, like other mortal, cannot escape

évery from the defects of his qualities, The tendency to overwork and over elaborate is the besetting sin of an ardent temperament combined with immensa intelectual resources. It is the mme

quali

y which shows itself in the only serious fault of Lord Curson's style in speech and writing-admirable as that style is for lucidity and force-namely, a certain excessiva

copious.

ness and over-emphasis, Lot any one read the note, not intended for publication, it is true, in which he dugellated. the unfortunate officials who had boon guilty of diessing the rearrange ment of provincial boundaries without reference to the Viceroy. The proceeding was no doubt gravely irregular; the rebuke was well merited; but was it really necessary to administer it with such tremendous energy and elaboration
