The Prime Minister, Senhor Jaon Chagus, in a declaration of the policy of the new Govern ment which he read before the Congresso on Monday

said that the new Government's prin- cipal object was to continue the work begun -by-the- Provisional Government. Later, in the

CHURCH AND STATE.

The other great difficulty of the Government is, of course, the question of Church and State The present Government, aid Senhor Chagas, in the Congresso on Monday, proclaims the promacy of the Civil power and declare itself to be anti-Clerical. He maintained that to oppose this, the frat Government of the Republic, was to support the censpiratore, the Clericals and the discontented. If, however, the new Government proves itself to be me anti Clerical as the Provisional Government, the number of conspirators and discontented will not be diminished; whereas, should it adopt as altitude le streamously anti-Clerical, it will provide its enemies within the Republloan Party with an easy outery against it. Both Senhor Barnardine Machado (ex-Minister for Foreign Akira and unsuccessful candidats for the Presidency of the Republic) in the Bonuste and Senhor Afonso Costs in the Congreso laid stress upon the fact that several members of the new finistry belonged to neither House of
