A REFORMATORY.

A meeting is to be held to-day in the offeo of the Chamber of Commerce to consider schemes for the opening of a reformatory school and workhouse. THE MACAO QUESTION,

Yesterday an engineer officer was dispatched to Chin Shan, near Macao, to make a detailed survey of the district. It is said that the authorities contemplate the formation of a very.. strong pormationt camp in this locality. Bar racks are shortly to be built and a strong fort is to be routed. For the first time since 1904, says the Cable news, the balance of trade is against the islands, Bnds Collector McCoy in his annual report for the dismal voir. The total importa doring the fiscal rear 1911 more valued at 349,818,722, while the total value of exports amounted to $89,597,351. The difference against the islands, $39,778,629, showing a foreign trade" worth $10.040,039, is really not so great as at first appears, for the reason that the value of all articles imported free of duty by the Army, and for the government-aided railways under Nary, and Government of the Philippine Lelande, Acts Nos, 1510 and 1566, which wore excluded from the figuros for former years, are included for the fiscal year 1911.
