them to do so now, and repugnance to require consequently I directed the Police rate Assessors in conformity with the provisions of Ordinance 2 of 1845, to assess all property in "Victoria, and the rate to be levied from the year Instant... The result of this additional assessment has shown that a collection of about £600 will be obtained, as appears from the enclosed Report of the Superintendent of Police, who is also one of the Rate Assessors.

The increased Force is necessary, consisting of 6 European and 13 Indian constables, the expense of which, including the hire of a station, does not exceed £620 per annum, and as there will be a saving of £30 per annum arising out of other interior arrangements, the Government is spared from any additional cost. I therefore trust your Lordship will grant your approval to a measure so desirable and so necessary to the peace and security of the Chinese Inhabitants of this colony, chiefly.

I have further to request Your Lordship's sanction to an additional outlay for the erection, in the Town, of two Cattle "Houses" (estimated by the Surveyor General at £61.12.7 each) which are much called for in consequence of the numerous complaints made by the inhabitants against the nuisance of Cattle (or hired cattle) stopping all thoroughfares and congregating together under the Windows and in the Verandahs of the Town residences, much to the annoyance of the occupants.
