Irregularities which have been committed with impunity, in the interior of this Island as well as in the vicinity of some villages have induced me to extend the Police protection more generally, with a view to reducing crime and rendering persons and property comparatively safe. To carry out this necessary measure without loss to the Government, I have deemed it but just that the Inhabitants should defray expenses of the force required for their protection, and as none of the Villages or occupants of Houses out of Victoria have hitherto paid any Police rate, I had the less hesitation.
