In Despatch. No. 113 of 9th September. Your Lordship in conveying Her Majesty's disallowance of Ordinance No. 5 of 1847, entitled "An Ordinance for the prevention of Piracy" observes that the Legislature of Hong Kong has assumed to itself powers which do not belong to it.
In originally recommending to Her Majesty's Government that out of the small number of three members, constituting the Legislative Council, two of them should consist of the Chief Justice and Attorney General, my object was to provide all the Professional Knowledge and advice available.
