Practically speaking it woull be hopeless for on American engineer to attempt to secure a position in any snel plant unless through: the irm which sends out the machinery or unless he has been in China and had definite connec tion with the Chinese or other proprietors. Little American machinery has so far been soil in this district, and consequently Americans have not figured largely among the foreign mechanical engineers employed. American locomotives have bean purchased for some of the railways and have been assembled by American engineers. The openings for American chemists of pasayers are equally imit ed. Many of the Chineso coment and stoel works s employ foreign experts, but none of the men employed in this capacity in this district ara Americans. The policy of the Chinese is not to employ foreigners on their railways, either in construction, operation, or manage mont when their work can be dune by Chinese.
