Orn Tokyo correspondent a few days ago cabled the news that the rainfall in Japan recently had been so heavy that the country is threatened with inundations similar to those experienced last year. It is to be hoped that these fears have by now been dispersed by a change in the weather, but to those who are familiar with Japan and are aware of the great damage done almost annually by the overflowing of the rivers, it has often been a matter of great surprise that the Government has not called upon its engineers to prepare some large scheme of river improvement calculated to prevent these annually recurring disasters. Those to whom such thoughts have occurred, and they are certainly many, will be interested to learn that such a scheme has now in fact been adopted and a commencement with the work is to be made this year. Evidence was called;
His Lordship non-suited the plaintiffs with costs, giving liberty to the second defendant to bring a fresh action. He added that he thought it was a case which might very well be settled out of Court.
