THE INDIAN ARMY.

THE PROPOSED REDUCTION IN

STRENGTH.

(FROM "TER TIMES" CORRESPONDENT.) Simla, May 30th. Regarding the proped roduction of the Indian Army the position is that as occnomies are inevitable and as the Government of India has pledged itself to overhaul expenditure on all departments, the question of possible savings on the Army is now being considered. It has reached an initial stage only, and deliberation will be shown in formulating any schome for numerically the strength of the

Army.

There has never been any thought of a reduction of the British garrison. Bach reduc tions as may bo proposed in the Indian Army will colely relate to regiments which are not up to the standard of modern requirements, the material in the ranks being inferior and drawn from classes which have not true fighting qual under consideration is ities. One of the points whether anch regiments should be mastered out or reduced in strength, their cadres being atill retained. This will forms matter for discussion by callitary experts,

The Pioneer, in raising the question of re duction in an article published on the 15th inst Enggested the possible absorption of battalions of the Indian Infantry as the soundest policy, and further suggesting that the British officare affected should be given small life pensions offered careers elsewhere. Sheriage of offiours nt home was probably in view when this sugges- tion was made.

of Lord Harding's Government policy be briefly described as aiming at having a composed of the best material, the natico Army rednation in the numerical strength being. counterbalanced by assuring the highest offici- in all units, while the most modera standard of equipment in armament and scioutifle appliances of warfare for both British and Indian forces ie to be insisted upon. The local administrations must, of course, be con sulted as the maintenance of internal order is of the highest importance, and due provision mast be made for the inixud garrisons when the fold Army is mobilized on or boyond the frontier.

Any achomo prepoanded by India would in soarse be submitted to the Home Govern. ment, Imperial as well as local 'ecosiderations being weighed before any material reduction in the strength will be sanctioned. The existence of the Anglo-Russian Agreement must be ar importance factor in regalating the decision.

The question seo na to turn upon one main consideration-Can India afford to continue

прод regiments which exponditure admittedly below a cortain standard and which can never hope to reach it? Troops of this kind are equal to pollos duties in cass of omer- gency, bat their lae as parts of a fighting machine is practically nil. They are indesi, sources of weakness rather than strength from the purely military point of view, and henco their disappearance would not prejudicially affect the capacity for war of the combinad British and Indian garrisons, while it would raise the general standard of offlcionoy of the Indian Army.

The rumours now current of contemplated reductions in the strength of the Army in India give great interest to the historical fact that more than 60 years ago a similar policy was ear ried out, with unhappy results, and curiously the grandfather of the present try.
