GREAT BRITAIN'S FISCAL SYSTEM

BOTAL COMISSION BUGGESTED,

The fiscal system of the United Kingdom was the principal topic for discussion at a recent meeting of the Association of Chambers of Commerce, in conference in London.

A rosolation on the subject was moved by Mr. Belton, of Hull. This declared that having regard to the conflicting opinions of commercial men on the desirability of an alteration in our fiscal system, it was advisable that the Govern ment be urged to appoint the strongest possible Royal

Commission to inquire foto the whole question, and thus lift consideration of the ques-

alove party politics.

Mr Bolton remarked that everybody knew the injury oasised by foreign tariffs to our trade and employment. Instead of wasting their time year after year in disenssing this question, they ask that the metter should be referred to a hoyal Commission.

It has been cu-tomary to attribute the ais covery of the Indeloabis but once recognisable Biblical ondenon' to Tyndale; and it may be fairly granted that he was actually the first to 'glimpse the panther, which is the less surprising in that he was actually the Best man of literary talent to apply a toler ably accomplished stage of Eng ish to the particular text and task. There are passages in Doane and Grorille and Raleigh of higher excollense still, but it is by no menas cortalu that most of these were not written later than the A.V. And though the beauty of ourlier English prose has been too little recognised, it would on the whole be idle to oxpoet, before the actual period of the Ver- Mion, Aneli accomplishment as this. It was impossible that it should come before; it was quito impossible that it should fall to diffuse its strong contagion on good wits when it came.

He said that we had no desire to hatupor Canada in endeavouring to secure the freest possible nocous to America for her natural pro- daco, but it was our duty to watch the affect of any such relations on our tmds not only with our Colonies, but with other parts of the world. Hear, hear,)

Mr. Eb nozor Parkes, M.P., in seconding mid nobody would deny that this Canadian ar rangement with America would be detrimental to British trade, especially with manufactured goods. Then," he added, "there is behind that the question of annexation. (Hoar, hear, and dissent.) I know there is a feeling amongst Englishmen against anything of the kind, but those who have read the papers carefully will see that there has been an expression of opinion on the part of unofficial people in the United States who believe the ultimate result will be the totemtion of Canada by the United Stater." (Cheers and ories of "No"No!")

THE FREE TRADE STANDPOINT.. Sir Joseph Walton, M.P., said he would be sores if it wore thought that British Chambera of Commerce did not welcome, rather than oppose, the opening of another great free market. in the United States for the natura! product of Canada. Many people who were well informed on the subject wore not alarmed at the prospect before our trade. He believed it would result in an increased demand for on manufactures, which would go up by leaps and bonnes,

Mr. Cormac (Edinburgh) supported the re- solution, and hoped there would be no bolting, banging, and larving of the door.

Mr. Bennett (Warrington) My iden is that we may pray to the Government till we are black in the faon, and it will be all the same, (Laughter.) Never before has a Government treated a great question with so much levity an the present Government has done. While we ars waiting our Empire is slipping away from ns. "No, no," and Hear, hesr.)
