relied greatly on his judgment and

of the country.

In 1889, Mr. Bell was called to London to take of manager of the Times. The pa- up the

gone through a troublons period, por Tho exponses of the Parnell Commission and boon enormous, and the story of the Pigott lotters had not added to its prestige. Bet the new rannager, who took office in 1890, was a very glutton for work, and his influence was soon felt in all departments of the paper.

His energy was unceasing he worked almost night and day and no detail was too small for lis attention. He was a born organisar, and be kopt at a high pitch of excellence the splendid news service from all parts of the world which has long been the boast of the Times. Besides his work in the office, Mr. Bell. had a wide knowledge of men and things, and round bis dinner tale in Portland-place wore to be found representatives of all sabols of thought in art science, politics, and commerce.

Mr. Boll was responsible for the negotiations which resulted in the Times becoming a publio in 1903, of which he was appointed the company managing direotor. In that position he sil retained control of the business aide of the paper, Up to the very last hour-ony night say the last minate of his life, he seemed to have no other thought than the prosperity and progress of the great undertaking with which he was connected.

In 1875 Mr. Kell married a daughter of the Ray, James Chetaway. During his residence in Egypt he wrote savol books dealing with that country, among which are "Khedives and

authorship. He never lost his liking for literary pursuits, however, an his knowledge of letters may be traced in the high standard maintained in the literary columns, of The Times. He was a member of the Athoonm
