There is considerable speculation regarding the object of the inclusion in the Japanese Tariff Treaty of a Schedule enumerating certain articles which shall continue to be admitted into England free; and also regarding a provision enabling both Govern. ments to modify their schedules after the lapse of a year..

This is regarded by tariff reformers as indicating the possibility of Tariff Reform in the near future, and as a threat of retaliation against the Japan ess unless substantial reductions are made in the new tariff.
